Mechanics - Modifiers - Risky

When a character has no dots in a skill, rolls using that skill are risky.

Risky can also be a feature of equipment, maneuvers, and powers, etc.

When a roll is risky count the 1s first.

Each 1 cancels (and is canceled by) a success, starting with 10s (before they reroll).

Read the remaining dice normally.
