An Aspect of the Domain can ‘listen’ for mortals in desperate situations:

Requires Must be at the Domain.
Action As part of the Domain’s midnight reckoning.
Roll [ Release Level, up to dots in Extrospection].
Cost None.
Effect If a suitably desperate mortal is within the Domain’s reach the aspect may perceive the vessel and its situation.

An aspect who has found a suitably desperate mortal may merge with them:

Requires A desperate mortal.
Action Sleep.
Roll None.
Cost None.
Effect The aspect merges with the mortal becoming an Awakened.
Note Although it does not cost anything to merge with a mortal, because the mortal is in a desperate situation there may be immediate costs after merging with them.
Note Technically there is nothing stopping an aspect from using this multiple times. An aspect carries over their Innate Powers to every vessel, but all other statistics are specific to each vessel. You get the feeling an aspect can only animate one vessel at a time.

Note: This is an Innate Power that the character gains on Awakening.
